This is sort of implied in your post, but I thought to make it more clear: once your book is actually out, you can also just look around at book bloggers and ask them if they’d be willing to review your book (in exchange for a free copy, of course) without necessarily being on tour. Some people may not like the fixed schedule of a book tour but would be willing to review your work on their own time.
Another great pre-book thing: Cover Reveals! Like an ARC tour but just for your cover. Even before the book ARCs are ready to go out, you can get some buzz for your cover and blurb going. Staying in the minds of your audience is important.
And book trailers! There are many sites where you can post your trailer and, like for a movie, it gets people excited about your upcoming (or released) work.
